How can I validate the rule programmatically before deployment?

Recently a duplicate rule in the maps file brought down our QA test server with general server error 500. When this happens there are not any exceptions or error messages so its tricky to diagnose. 

We have people who add rules directly to the maps file without the luxury of testing them in the InetMgr interface. Generally its a copy, paste and update the fields as necessary. 

I'd like a way if possible to validate these files prior to their deployment. I am thinking of a custom step in the build process. For general xml I can validate against the xsd and that'll help me syntactically but it wouldn't catch the duplate rule problem we just had. At least my xsd (1.0) didn't note it as a problem. 

Is there a way I can do this?
