apphost.config removed IPSecurity Elements, but they're still applied to sites?

Just like the subject implies, I've deleted the location ipsecurity elements in the applicationhost.config file on the server so they're either blank (like below) or nonexistent. I also removed any inheritable ips from the server level ipsecurity element in the same file and then restarted IIS. No dice. When I open IIS and double click the "IP Address and Domain Restrictions" module, all of the old inherited and location specific IP restrictions are STILL present. What else do I need to do other than manually click each of these restrictions and click delete. I do NOT want to "clear" them with a tag, and there are no restrictions in the local website we.config files themselves. I also want to avoid using PowerShell for this if I can. Example blank location element was posted here, but apparently I can't paste XMLinto this post. My apologies. Thanks so much in advance for your help.
