IIS returns http 500 error the first time.

In IIS6,if the website doesn't conatin asp.net scripts,the website folder doesn't need the applicationpool account ACL setting(network service account).it just need anonymous account ACL setting on it.

But in IIS7,if I do not add the applicationpool identity account ACL setting to the website folder,IIS will return an http 500 error when the website is visited the first time.after the first time visiting,website can be visited normally.After the IIS restarting,the issue repeats again.

The error page shows that it is because of the lack of read permission to web.config file under the website folder.

I hope to resolve this issue without adding applicationpool identity account ACL setting.

Can I let IIS not read web.config file? Or is there any other method?
