Class ASP Server Upgrade - New Server Slower

I am in the process of upgrading a Classic ASP web site from this server:

1x Intel Xeon (Nehalem) E5520 - 4 x 2.26 GHz Cores
6GB DDR3 RAM
Microsoft Windows Server 2008 Standard Edition

to this server:

Dual Xeon E5-2620 2.0Ghz 
32GB DDR3 RAM 
Microsoft Windows Server 2008 Standard Edition

I have configured the new Server as near to identical to the first as I can see, but I am finding that the new server processes the pages about 20% slower than the older box. The only known difference between the 2 configurations is that I set up a default FTP site in the new box whereas I was using FileZilla on the older, slower machine.

One thing I noticed, however, was that after Installing the Windows & Server Updates when the machine first re-started the server was much quicker. After 60-90 seconds, however, it went back to the slower processing. I tested the re-start again and same thing. As a simpleton, it almost looks like it's still loading stuff into memory or configuring that then causes the slower processing.

Any thoughts are greatly appreciated.
