When a site is consider to start running?

I refer not at code but much more at a question of definition.IIS is composed of many complex blocks.What mean a site is running?A site is a collection of interrelated pages ,which can contain different area or rows with subsidiary functionality(links,text expanding,images,movies,animation, events and code for them) and communicate between them or outside .Beside ,the iis functionality require sections of parameters to be configured and read before any event associate with this pages take place.When is considered that site "is running"?Page functionalities are precedeed by requests processing, w3svc actions like listen for request , application pool creation and worker creation, are also extensions(mapped to handlers based, which load asp.dll(for instance).Is this a point in which the site is to be consider that is running.A point considered to be site posible start, is the listener from w3svc,when requests processing starts.But the pages are far away from here.The requests are not to be considered belong to site.

Can someone be a little specific on this?
