Where clause to check for IIS log entries between two specific local times, format: ‘2012-11-1 12:13 pm’

Hi, I am trying to use UTC time in my log parser queries. I am trying to create a where clause to check for IIS Log entries between two specific local times. I like to specify the local date and time format: ‘yyyy-MM-dd dd:MM pm’ for example: ‘2012-11-01 12:13 pm’. What would be the easiest way to achieve this? Thank you,
