making an iisexpress site publicly available

I'm trying to enable one site to be accessible so i can test some paypal code. When i try to access the webpage using my public IP address from a browser the request times out. However, if i try connecting via telnet over the public IP and port, it works, i can request the page. But paypal's test IPN page isn't able to reach it either. I tried turning the firewall off to rule out any sort of odd firewall issues. I also tried turning on the DMZ on the router instead of using a port forward. Any ideas why it would work through telnet but not through a browser and not through paypal's test page?
