IIS 7.5 on Windows 8, web.config not found.

I am having problems getting a mature web service product to install on Windows 8. Generally the product will run on a server, but we run it on a desktop OS for development purposes. I am evaluating Windows 8 as a development environment as we are planning to offer Windows 8 support in our next product release. I am having a problem installing the web services under IIS on Windows 8, which doesn't happen for a similarly configured IIS 7 server on a Windows 7 machine. The problem that I am getting is that IIS doesn't appear to be able to find the web.config file. The error code is 0x80070003, which every source I have looked at means file does not exist. The file it is complaining about is c:\inetpub\wwwroot\appname\web.config. The file is there, I can find it in explorer when launched from right-clicking on the application in IIS Manager. I can also open it by navigating to file://c:\inetpub\wwwroot\appname\web.config in the browser. I have given full control to wwwroot to Everyone, so it cannot be a permissions problem. I have tried accessing the site by IP address, by machine name, machine fully qualified hostname, as 'localhost' and as 127.0.0.1. I have run out of ideas and exhausted any leads I could find on the Internet. does anyone else have any clue as to why this is happening. On Windows 7, it just works. On Windows Server 2008R2, it just works! It's driving me nuts!
