Error in publishing WebDAV folder in IIS 7.5

Can someone help me with this? I don't have much hair left to pull out...

In the beginning of this year, I setup one of our 2008 R2 file servers for WebDAV/Directory Browsing access. I had some problems with getting some of the subdirectories to show, so I did some research and made one subtle change on the IIS server and it is now working both via directory browsing, and mapping a WebDAV drive to the folder.

Fast forward to now, I had so much success with that one file server that I was asked to do the same thing with two other file servers. I set both of them up identically, copying the settings from the first server, and again ran into the same problem I had first experienced. However, I can not remember what I did to fix the first server, nor has two weeks of searching turned up the correct solution. I have gone through every file permission I could find, every config file, every IIS setting, etc. I cannot find anything different, but one is working and the other two are not.

Here is the error I get when I browse to a subdirectory:

I've searched high and low on this for weeks now, and cannot find the article that gave me the information I used to fix the first server. The only thing that I found that would make it start working was to give "Everyone" full access to all folders. But, since this is supposed to be a secure site, that is not appropriate. Giving the IUSR or NETWORK SERVICE or any of the other referenced accounts permission do not seem to make a difference. Besides, the first server is not set up that way, and it is working fine with only that particular user having permissions to that folder.
