iis7 WAS won't start

I have the same issue on a Windows 2008 RC1 server. I found the applicationhost.config file empty I restored it but now WAS and WS35VC won't start. When I uninstall IIS it reboots and tells me it doing an update at the end it tells me it can not do the update so it canceled the changes. and I find IIS back on the system. I am stuck can anyone help. I get an XML format error on line 211 of applicationhost.config yet when I look at the line it's fine when I compare the data to another server. Here isthe code:
