Web Farm Framework 2.0 Setup Instructions incorrect

Trying to set up a Web Farm Controller with two servers. Failures occur during provisioning of the secondary server (no matter which server is designated as secondary). All servers are Windows 2008 R2, on the same subnet. Started with a fresh set of servers: one Web Farm Controller server, two servers (primary and secondary).

These instructions http://www.iis.net/learn/web-hosting/microsoft-web-farm-framework-20-for-iis-7/setting-up-a-server-farm-with-the-web-farm-framework-20-for-iis explain how to "set up a Web Farm Framework 2.0 for IIS 7 and above". So I carefully followed them, to no avail.

The instructions state to use Web Platform Installer (WebPI), and then search for "Web Farm Framework 2.0". Using WebPI, a search for "Farm" only shows "Web Farm Framework 1.1".

Selecting Products, then Server, do not show "Web Farm Framework" of any version (not even the '1.1' version found with a search for 'Farm"( !).

So I tried the 'msi' route. Downloaded/installed Web Deploy 3.0, which starts the WebPI 4.0, which gets to the Web Deploy 3.0 install, performed that. Then found the WebFarmFrameworkv2.exe (on the MS site), started that, which starts the WebPI 4.0 (again), which manages to find the "Web Farm Framework 2.2" (release Oct 18, 2011), and installed that.

Except the installation failed. Log shows Web Farm Framework 2.2 did not install because of Web Platform Installer pre-requisite. (Note that WebPI 4.0 is installed, since it is used to install WFF 2.2.)

Tried the WFF2.2 install again, grabbed the file with the direct download link (for use later), accepted the WebPI 4.0 Prerequisites screen, failed again.

Started the install of WFF2.2 with the file saved with the direct download link (WebFarm2_x64.msi). Got a message that “Web Platform Installer is a prerequisite for installing Web Farm Framework”.

Tried the steps listed here http://forums.iis.net/p/1191715/2030198.aspx , to no avail.

So, perhaps there are better installation instructions (that actually work) to getting a Web Farm to work on a new server setup?
