Lost website

I had originally setup IIS 7 on my server running Windows 2008 R2.  I had a dynamic IP at the time and a website that was running.  When I switched over to a static IP I was no longer able to see my web page even though the folder still had the files.  I have looked all over for a solution including making a generic html file and poping it into different folder that I thought may now be the web folder.  I am lost I don't have much experience with setting up a websited on my own server.  Any help would greatly be appreciated.  The website address I am trying to go to is http://www.ufgqgrid.org

This is the message that I get when I go to it in a web browser. 

Server Error

404 - File or directory not found.
The resource you are looking for might have been removed, had its name changed, or is temporarily unavailable.
