Creating an FTP site

I work for a company of some 200 employees.  I'm not a member of our IT dept but I do a little software development.  The company president sometimes understakes special projects, and in some cases would rather engage me than the IT dept (those guys are too busy, he feels).  His latest question to me was whether I could setup an FTP site on his PC or mine without asking the IT dept to intervene.

I don't know anything web technology, but I responded, "I doubt that's feasible because my machine isn't the web server and therefore probably doesn't have a 'real' IP address." (I'm guessing my machine sits behind the router using NAT).

But I don't know for sure. If I install IIS on my machine, is it likely I could setup an FTP site (preferably an SFTP site)? And from a security standpoint, is this a reasonably safe undertaking? (Given my experience in software development, I would be happy to encrypt the files before putting them on the site, but I'm also wondering whether installing IIS is likely to open some security holes given my ignorance of how to configure it).
