rule removal is ineffective.

When I remove a rule in IIS, which also removes it from the web config - cool, but the site still acts as if the rule exists - and still redirects, when I do not want it to - what do I do?

I have tried, restarting IIS, rebooting server, removing URL rewrite tool altogther - the site still acts like it wants to redirect

If I change IP Addresses the problem goes away - which is puzzling
