Web App for Online Question Paper Website.

I have a business requirement to create a website for solving question papers online. Questions will be objective. Administrator should be able to configure different section of question paper. Question paper needs to be solved with pre-determined duration. I am curious if there is existing web app for this kind of requirements. I am technology agnostic and looking for freely available solutions.
