Dynamic IP Restrictions didn't work on Win2008 core mode

I have installed the Dynamic IP Restrictions x64 module successfully on my windows 2008 server(core mode), but I can not find this feature from my IIS Manager. IIS & server are already restarted.

The module is not from WEBPI, because I cannot find it. I have downloaded it manually from this link: http://go.microsoft.com/fwlink/?LinkID=247814

So, is there anyone can tell me what's wrong with it? Can this module work under the core mode? Why there's no such a feature icon in my IIS Manager?
