Dynamic IP Blocking Based on File Type

Hi everyone,

I administer an IIS 7.0 website that contains many large air quality jpeg's that are updated by remote camera sites every 15 - 30 minutes. Problem is that some people are fetching images from our site and then hosting them on their own sites to help sell houses, I guess. This is actually fine by itself since the data is all public. Problem is that they often request new images every minute! This is pointless since the images are only updated a few times an hour.

I don't just want to block their IP's permanently since they have a right to access the images same as anyone else. They just need to slow down! We have spoken to some of them but the issue continues from a variety of location. I would like to temporarily block them or redirect them to a polite warning image instead of the requested image.

I have looked at the "Dynamic IP Restrictions" module for IIS 7 but it does not seem like it is going to work for this particular scenario since I can't just block them if they make one request a minute. Everyone would be blocked in that case.

Any suggestions as to how I can approach this problem?
