IIS Server using shared config not available - WAS cannot start - unknown user name or bad password

I have an IIS server using a shared configuration exported by another IIS server to a shared network folder.  Clients trying to get to a website hosted on the IIS server using the shared configuration suddenly started getting the "cannot display the webpage" message after the site working fine for some time.  When I remote desktopped to the windows server hosting the IIS and started the IIS manager and tried to open up the server I got the error message "There was an error when trying to connect.  Do you want to retype your credentials and try again? Details:  Logon failure or bad password. (exception from HRESULT : 0x8007052E" .  Trying to start the WAS from services generates "Error 1326: Logon failure:  Unknown user name or bad password."  The event viewer message for the error is...

The Windows Process Activation Service encountered an error trying to read configuration data from file '\\?\C:\Windows\system32\inetsrv\config\redirection.config', line number '13'. The error message is: 'Can not log on locally to\\shareservername\afolder\nextfolder\IIS shared config folder as user adomainname\mynetworkuserid with redirection.config password'. The data field contains the error number.

I checked and the shared configuration is in the folder indicated in the error message and my userid adomainname\mynetworkuserid can navigate to it.  So it looks like something must be wrong with the content of redirection.config .   In the redirection.config I can see the

configurationRedirection directive enabled with my network user id and encrypted password and the

configProtectedData directive indicating the location of the encryption key.  Would I be correct in guessing either the encryption key has been corrupted or the actual encrypted password has been messed up?

How can I go about regenerating the redirection.config and the encryption key when I can't get access through IIS manager?
