IIS 7.5 User Isolation - cannot see Global Virtual Directories

Hello,

I have IIS 7.5 running on Server 2008 R2.  I have setup my site to use the option for Isolation with user name physical directory (enable global virtual directories).  When I log in as any particular user I am inside their folder under the FTProot\localuser\ folder.  I have also configured a global virtual directory within IIS but when I am logging in as any of the users I cannot see this folder.  When I look at my site and go to Directory Browsing I have checked the box to display virtual directories.  When I look at my site in IIS content view I can see the virtual directory I created, but when I'm logging in as any of the users I cannot see the virtual directory, I am inside their home folder and I cannot navigate up.

In addition I would like to configure an administrator account that can log in and see all directories under the FTProot.
