I'm on HOUR 12 now...please help IIS7 Server WP index.php problem

So I set up my own dedicated server with GoDaddy thinking that it would be good to use instead of shared hosting. Problem is that I set up a WINDOWS IIS 7 Server and apparently Wordpress doesn't work very well with it.

Since I am going to be setting up almost all just Wordpress sites on this server I need an easy way to do them.

I am in the Parallels Plesk control panel and installed WP through the auto-installer. The site comes up fine. But I'm running into this problem with the PERMALINKS...when I change to /%postname%/ it adds index.php into the site automatically. I've read online, watched video after video about the fixes etc...

Here's my 2 problems:

1. I downloaded urlrewrite2.exe file, but don't understand how to "install" it on the server. GoDaddy reps won't help me unless I pay them...and I can't believe it's not that hard to do it. Where does it get installed and how do I install it?

2. I can't find a web.config file anywhere in my wordpress files to alter.

Can someone please help walk me through the steps or point me to a simple HOW TO video on this. I'm fairly good technically, but am not a programmer.
