FTP 7.5 550 Error

I am trying to get iis 7.5 ftp working reliably, and can't seem to make it work. I have recorded a video showing how i configured the ftp site, as well as demonstrating the error. The video is about 11 minutes, and there are a few long pauses but there is important information all the way to the end. Video: http://www.screencast.com/t/VLzUKSTS If you don't want to watch the video I have typed up a short description of the problem: If I use an ftp client like filezilla to upload 6 or 7 files to the ftp site, one or more of the files will fail to transfer the first time. The ftp client then tries to retry that file again, and the server returns a 550 error: "The file cannot be accessed because it is in use by another process" I fired up process explorer, and it is the ftp service that is holding the lock to the file. I try opening up the service manager and resetting the Microsoft FTP Service, and it won't reset or or stop, it just hangs forever. I have to kill the service in process explorer before the service will restart. The firewall is setup to allow connection on port 21. As well as ports above 8000. I have the passive port range configured to work on ports 9000-10000, my ftp client is set to use passive connections and I have verified that the ports that the service are using are in the range specified. The ftp site advanced setting regarding opening files that are being uploaded, is setup to allow the reading of files being uploaded. The server in question is a dedicated virtual server in a real data center with several publicly accessible IP addresses. There is no NAT going on. The windows firewall is 100% disabled, however there is a hardware firewall in place that is managed by the hosting company. I have spoken with their network engineers and they have triple checked that port 21, 20 and ports above 8000 are open.
