Getting permissions error on web.config when Website files are on a drive other than c:\

Hi,

Getting the following when trying to access my site on a different local drive other than C:\:

Cannot read configuration file due to insufficient permissions. >>This is on the web.config.  it is a 500.19 error.

The site app pool is running under network service. I have read several threads on this pertaining to IIS7. None of the fixes worked. I have tried:

1. Granting network service Full Control and verifing it propegates.

2. Granting IIS_USRS full control and verifying it propegates.

3. Running processmon to see if that shows anything. It shows nothing.

4. Giving Everyone control just to see if it works..no difference.

5. Runing the site under applicaiton pool identity.

6. Recreating the web.config with a new file.

The only way i could make it work was to do these which are not valid fixes for us:

1. Change the directory to use C:\Inetpub instead >>Works.

2. Run the app pool under local system >>Works.

Is there something new in IIS8 that I am missing?  It obviously cant access the drive, but it is not giving me an indication as to what user.
