Web Matrix and Drupal

I installed Drupal with Web Matrix on localhost but when restarting everything (computer and webmatrix) I can no longer access the site.  I get the Drupal message "You do not have access to this site."  I cannot raise a Drupal logon page either.

Any clue why Web Matrix cannot properly install Drupal so that starting Web Matrix starts the site?  Or is this a problem with the Acquia distribution of Drupal?

How can one fix this error?

I just tried something else that works.

I take my post partially back now.  I can get the USER logon page and access the site using the following (port number is faked). 

http://localhost:3897/user

It is just BY LUCK that I tried this, since the Admin button in the Web Matrix site pane does not work (it gives "access not permitted with NO logon form).
