URL Rewrite with Query String

Hello All

Have had a couple of issues recently that I would like to try and solve using re-writes:

A typo has occured in URL we have sent out on a mass mailing 140k emails:

http://www.vidlibrary.org.uk/getavideo.aspx?vid=[VideoRef]?utm_source=News_Thank_you_2012&utm_medium=Email&utm_campaign=Compiliation_video                                 ^^^

Problem with  the above URL is that the the second question mark in the URL needs to be & not a questionmark

Can a rewrite be created to capture such problem and redirect to the same link with amended query string in IIS7
