FTP folder/file security issue IIS 7.5 Win 2008R2

I'm having trouble accessing my public ftp site on IIS 7.5.  Looks to be a folder rights issue since logging in as anonymous I'm getting prompted for the username/password for access. 

Anonymous Access only.  DNS is correctly setup.  The FTP server is on the host Hyper-V server (for now at least), which is dual-homed and is subnetted correctly through the optional port of my hardware firewall device.  My website is viewable both from the intranet and public internet.  But the FTP, nope.  I've tried recreating a number of times.  I'm using host headers for the both the web site and the ftp site, using my domain name, which pings fine.

I've added Network Service rights to the folders per this article (http://www.iis.net/learn/publish/using-the-ftp-service/configure-ftp-with-iis-manager-authentication-in-iis-7) although I couldn't grant the rights to the \config\schema folder objects - access was denied; Everyone has inherited Read/Write.  Earlier I explicitly gave IUSR account Read, Read & execute, and List rights thinking that was the issue.

So, what's next?
